Approve Ordinance No. 4032 establishing a Common Consumption Area within the corporate limits of the City of Hays, Kansas, and authorizing the possession and consumption of alcoholic liquor on property not otherwise subject to a license issued pursuant to the Kansas Liquor Control Act or the Club and Drinking Establishment Act.
