SUBJECT: Registration Process for Utility Type Vehicles 

On July 22, 2021, the Hays City Commission approved City Ordinance No. 4000 that allows the use of utility type vehicles (Work-Site Utility Vehicles/Utility Task Vehicles and Micro-Utility Trucks) on City of Hays, Kansas streets. Before any of these vehicles can be driven on the City’s streets they must be registered through the Hays Police Department where a vehicle tag will be issued which must be displayed on the rear of the vehicle.

To register a utility type vehicle you will need to go to the City’s website and fill out the request for an appointment. Once you have submitted your request on-line you will be contacted by the Hays Police Department to schedule an inspection of your vehicle. Do not drive your utility type vehicle to the inspection appointment. If your vehicle passes the inspection with all the required paperwork and equipment, then you will be issued a City registration plate after paying the $100 registration fee. The utility type vehicle registration will expire December 31st of each year and will need to be renewed at the beginning of each calendar year.

Important points of Ordinance No. 4000:

  • Failure to register your utility type vehicle may result in fines from $150 - $500 plus court costs.
  • Review Ordinance No. 4000 for required equipment of utility type vehicles.
  • Utility type vehicles cannot be driven on state highways, such as Vine Street (hwy 183), but can be driven across state highways.
  • Utility type vehicles must be insured.
  • Drivers must be at least 18 years of age and have a valid driver’s license.
  • Any child required to be in a child safety seat is prohibited from being a passenger in a utility type vehicle.
  • The driving of all-terrain vehicles (ATV) and golf carts on City streets is prohibited.

The Hays Police Department would like to remind utility type vehicle owners that they cannot drive/operate their vehicle on the City of Hays streets unless they have properly registered their vehicle, paid the fee, and obtained a City registration plate.
