Loud noise producing events and activities are regulated through the City Code of Ordinances. Noise Permit applications are obtained through the City Clerk's Office. All loud noise producing activities are prohibited between 10:00 P.M. and 7:00 A.M.

Alcohol consumption is permitted in the parks between 6:00 AM and 12:30 AM. Glass bottles are prohibited in city parks at all times.
Park visitors are allowed to bring their own grill for their event but are asked to contain and properly dispose of grease.
Camping or overnight stays in city parks is prohibited. Permission may be granted for security purposes for large events with an approved Overnight Park Use Permit.
Most shelter houses have electrical outlets available for public use. The outlets are standard 110v/15amp for items such as crockpots, roasters, etc. Municipal Park is the only location that can handle high power needs for things such as bands, portable food, beverage services, etc. These electrical boxes are only available by request. Requests must be made to the Parks Department a minimum of seven working days prior to an event date. Review the map to determine which boxes are needed.
Each park/shelter house has a predetermined amount of picnic tables that stay at the location at all times. If additional seating is required for gatherings, it will be up to the organizers to bring additional tables or chairs.
Restrooms are not heated and are therefore closed during the winter to prevent pipes from freezing. The restrooms typically close when below freezing temperatures are in the forecast and the restrooms are not re-opened until spring. Winterization of the restrooms is a tedious process involving the separation and draining of waterlines. Therefore, on warm winter days it is not possible to simply reopen the restrooms. The downtown restroom is heated and is open year-round.
The use of any structure requiring stakes to be driven into the ground is limited to certain designated areas within parks due to underground utilities. Stakes are prohibited at Aubel-Bickle Park and Massey Park. All structure placement must be approved by the Parks Department prior to placement. Maps are available online or by contacting the Parks Department that show the designated areas available for items requiring the use of stakes.
Tents exceeding 400 square feet require an inspection from the Fire Department to ensure all fire code safety regulations are followed. Inspections are done at no charge and can be scheduled by calling the Fire Department at (785) 628-7330.
Water is available in some parks for large public events requiring a “PARK LEASE”.
